Unless you live in the PRC on a full-time basis and have extensive knowledge of the tourism industry here, I would suggest you not even think about it.
Unless you have Chinese partners who will do all the scut work, such as translation, ticket-booking, itinerary planning, hotel-booking, and so on, you’d face many hassles.
ANd let’s not forget the myriad rules and regulations the CHinese government has in place regarding everything.
Quanxi makes for a successful business in CHina. It doesn;t look like you’d have much of that, based upon only two occassions travelling to CHina.
